Google has structured the YouTube Partner Program (YPP) into two distinct eligibility thresholds to help smaller channels start monetization early via fan funding, before unlocking full ad revenue sharing.

Tier 1:Fan Funding & Shopping (Lower Milestone)

Unlocks memberships, Super Chats, Super Stickers, Super Thanks, and shop listing features. Requires:

• 3 public uploads in past 90 days
• Either 3,000 public watch hours (long form) in 365 days OR 3 million public Shorts views in 90 days.

Tier 2:Ad Revenue Sharing (Standard Milestone)

Unlocks ad revenue share on long-form videos and Shorts feed. Requires:
• 1,000 subscribers
• Either 4,000 public watch hours in 365 days OR 10 million public Shorts views in 90 days.

Additional YPP Quality Rules

2-Step Verification: Required for account security on your Google profile.
No Active Strikes: Zero community guidelines warning strikes active on your channel.
Country Availability: The YPP program must be open in your resident country.
AdSense Profile: Linking a single verified Google AdSense account.

Can I combine long-form watch hours and Shorts views?

No, they are separate pathways. You must hit either the watch hours threshold on long-form content, or the Shorts views threshold on Shorts.
